Tom Steyer will try again to make climate change top election issue

Billionaire environmentalist Tom Steyer plans to spend millions of dollars to make climate change a top-tier issue in the 2016 presidential election.

The former hedge fund manager spent $70 million on the 2014 congressional elections, with mixed results.
