Agencies, keep it simple — or figure on award protests

Sometimes an agency makes a request for proposals that is overly complicated and not clearly worded. Awards in those cases simply invite a protest.

Protesting contractor: Nangwik Services LLC, Lorton

Contracting agency: Department of the Army

Protest issue: Whether the Army evaluated proposals in accordance with the evaluation criteria.
