Tennessee company picked to operate Buffalo's Small Boat Harbor

The prospect of coming into a resurgent Buffalo and taking over the largest marina in New York state were among the deciding factors that prompted Safe Harbor Development LLC to bid on taking over the operations at the Buffalo Harbor State Park.
